Genesis 49:10

His saying: “The scepter shall not depart from Judah, nor a lawgiver from between his feet, until Shiloh comes”, means that the authority of governance and legislation will not cease from the descendants of Judah. Judah was one of Jacob’s sons, and the name means ‘the one who is rejoiced over’. The scepter is a symbol of legislative power.

His saying: “from between his feet” means from the descendants and progeny of Judah. Thus, the divine laws would continue to be inherited by his progeny among the Children of Israel. His saying: “until Shiloh comes”, the word ‘Shiloh’ is an alteration of the Hebrew word ‘Shilwah’ which, in Arabic, means “the one to whom authority belongs” and also means “the master of peace.” His saying: “And to him shall be the obedience of the peoples”; it is historically known that no nations submitted to any prophet except Muḥammad. Nations submitted to him from China in the east to the Atlantic Ocean in the west, and from India in the south to northern Turkey in the north. This is because his message was universal for all mankind, and not specific like the message of other prophets, such as the Messiah, whom Allāh sent specifically to the Children of Israel. For in the Gospel of Matthew (15:24), ‘Īsā (Jesus) said: ‘I was not sent except to the lost sheep of the house of Israel.’”

Accordingly, the intended meaning of the word “Shiloh” in this prophecy is that Muḥammad is the Seal of the Prophets and Messengers.

The summary of the meaning is that the law of the Children of Israel was inherited by the descendants of Judah, as in the preceding glad tiding, until the prophethood was transferred from the lineage of the Children of Israel to the lineage of the descendants of Ishmael. Among the descendants of Ishmael, there is no prophet except Muḥammad, son of ‘Abdullāh. Thus, the law changed from the law of Judah (the Torah) to the law of Islam, and the obligation of the law of Judah was abrogated due to the transfer of prophethood.
